Harbour tugs before the Meeching

The little Tidworth a TID wartime class tug was always busying herself around the harbour or towing barges out to sea and was definitely very photogenic with her tall funnel and old fashioned appearance. The photos show what an attractive little vessel she was. Interestingly she was registered in London rather than Newhaven - can anyone explain why?
Foremost 22 was much more aloof and I rarely saw her move. However she too had a lot of character. In the picture she is shown moored alongside the East Quay and in the background is the skeleton of the building that I believe was to become part of the car ferry terminal. Can anyone clarify whether this is the case?
