BEACH ENTRANCE TO THE FORT, 2008

Does anybody know what the sandstone panels on either side of the entrance are (pictured)? I assume that they may have been engraved with the name(s) of prominent people like a foundation stone. They don't appear to have any fixings or anchor points in them.
