It would appear to be "Colonel Templar" just hidden behind the pile, and the "Chartres" at the ro/ro ramp in the distance. The former vessel suffered from a severe fire at one point. She also worked out of Portsmouth harbour undertaking various "Hush Hush Works " (Research and testing etc).
