As work started on the breakwater in 1879 as did the wall around the SandBeach. Before just a small shingle beach here, below the cliffs. With the wall completed, much of the cliffs inshore from the Breakwater, were pulled down (as can be seen today) and used as back fill against this wall, in other words, the promenade and much of grass is reclaimed land and must have been an expensive operation; hence car parking charges.
